Cook the bacon in a large saucepan over medium heat. Place the bacon on a paper towel–lined plate to drain. Leave the drippings in the saucepan. Add 1 tablespoon of the butter to the drippings and melt. Add the flour and stir until combined. Add the onion, celery, and a pinch of salt. Cook, stirring constantly, for 5 minutes, or until the onion is translucent. Add the catfish, potatoes, thyme, bay leaf, 1 teaspoon salt, and 1/4 teaspoon pepper. Add the wine and additional water if necessary to cover the fish and potatoes. Bring the liquid to a boil. Cover the saucepan, reduce the heat to low, and simmer for 15–20 minutes, or until the potatoes are soft. Add the milk and remaining 1 tablespoon butter. Crush half of the potatoes against the side of the pot to thicken the chowder.

Discard the bay leaf before serving. Add salt and pepper to taste. Sprinkle with parsley and crumbled bacon to serve.
